Abstract

During this study, the researcher conducted research and developed a Teacher Evaluation Instrument to be used to evaluate adult education teachers in Arkansas. After developing the instrument, a group of professional educators and teachers were surveyed to determine if the instrument is functional to use as a teacher evaluation tool in the Arkansas Department of Career Education, Adult Education Division. If the evaluation instrument were found to be an effective tool to evaluate teachers, the instrument would be implemented to train all teachers in the Arkansas Department of Career Education, Adult Education Division programs through training supervisors. If the evaluation instrument were found to be ineffective for adult education, then changes were made to make it functional based on the recommendation of the participating professional educators. The Arkansas Department of Career Education, Adult Education Division has faced many changes and expects the trend to continue. This study is significant for two reasons: first, in the near future, adult education programs in the state will be required to meet increasingly stringent standards of student success, which is strongly linked to teacher performance; second, there is no standardized teacher evaluation system currently in place within the Arkansas Department of Career Education, Adult Education Division. To reliably evaluate teachers’ performance, a common instrument needs to be used, and this study aims to fill that need. The final goal of this study is to enhance adult education teacher effectiveness in Arkansas by implementing an effective and functional Teacher Evaluation Instrument.
