Abstract

Grants permeate the public service sector but are seldom addressed in the literature on public administration education. This thesis paper fills this gap by examining the correspondence between grant-related course descriptions and the core competencies and skills measured by the Grant Professional Certification Institute. A review of the professional literature highlights the importance of intrapersonal and interorganizational knowledge to grant professional competencies and skills. Content analysis of a sample of course descriptions (n = 73) is performed to elucidate links between courses and the core competencies and skills of the Grant Professional Certification Institute. The results suggest that the descriptions emphasize technical and intraorganizational knowledge more and interorganizational and intrapersonal knowledge less than the Grant Professional Certification Institute’s core competencies and skills. It is recommended that new courses fill this knowledge gap by reframing grants as drivers of public policy across the spectrum of the public service sector.
